ICO review of UC-IdM
This paper provides a good overview of user-centric IdM, explains how it differs from the prevalent organisation-centric paradigm, and describes current initiatives. It was written for the UK Information Commissioner's Office in late 2007 by Edentity, working with Hewlett Packard Labs. IdM experts from Microsoft and Sun Microsystems kindly helped out with comments.

MIAP and PIB
This note was submitted to the (then) Department for Education & Skills in a futile effort to persuade them to think again before completing the MIAP procurement for another large national database, this time of qualification data. It provides a  detailed comparison of the merits of user-centric and organisation-centric architectures for this application, and is drafted as a response to comments made by a particular civil servant.
